Community Development Department

General Information

The Community Development Department is the primary City agency for development review and processing of proposals in the City.  The Department assists the Council, Planning Commission, the public and the development community in meeting the goals of the General Plan, compliance with the Zoning Ordinance and Specific Plans and development in accordance with applicable state and federal laws.  The Department is comprised of four divisions:  Administration, Planning, Building and Safety, and Code Compliance. 

Administration
Administration provides overall direction for the various divisions and provides support for each of the functions of the Department.

Planning
Planning is responsible for the administration of the General Plan, Specific Plans, the Zoning Ordinance, compliance with the California Environmental Quality Act (CEQA) and assistance to the public and the development community in meeting development requirements.  The Planning Division consists of five full time Planners to assist you. For general planning questions, visit the public counter at 799 Moorpark Avenue, Monday through Friday between 8:00 a.m. and 5:00 p.m.  In addition, two planners are available by appointment for pre-application review and application submittals Monday through Friday between 2:00 p.m. and 4:00 p.m.

For each application that is filed, a case planner is assigned.  If you do not know who the case planner is for a particular application please consult the Permit Monitor on the Community Development Department Status Reports page.  Questions regarding an application should be addressed to the case planner.  E-mail, as well as phone numbers for each case planner are listed on the Community Development Department Staff Directory page of this website.  For questions regarding your application/project, please contact the case planner either in person, or by phone or e-mail. 

Building and Safety

Building and Safety, provided through contract services by Charles Abbott Associates, reviews plans and issues building permits for compliance with the Uniform Building Code, Uniform Fire Code, National Electric Code, Uniform Plumbing Code and various other building codes. Ray Young serves as the City´s Building Official. The Building and Safety Division is located at the public counter at 799 Moorpark Avenue, with office hours Monday through Friday between 8:00 a.m. and 5:00 p.m.

Code Compliance

Code Compliance reviews all property for property maintenance, compliance with the sign ordinance, adopted conditions of approval, local, state and federal law,  and zoning, building and engineering codes.  The Code Compliance Officer is located at 799 Moorpark Avenue.  A Code Compliance Work Program was approved by the City Council on February 4, 2004. 

After hours calls regarding Code complaints can be filed by telephone by calling 517-6297.

The Code Compliance Division responds to matters regarding property maintenance, people living in garages or sheds along with all zoning violations.  Complaints may be filed by calling City Hall at 517-6200.  If your complaint is related to any of the following conditions or activities please contact the number provided below:

  • Loud noise, music or other disturbances call Moorpark Police at 532-2700 (after office hours your call will be forwarded to Ventura County Sheriff’s Department)
  • Current un-permitted construction 517-6272
  • Current un-permitted grading 517-6270
  • Refuse collection, trash or solid waste matters 517-6247
  • Street or other parking violations 517-6363 or Moorpark Police Station at 532-2700 (after office hours your call will be forwarded to Ventura County Sheriff’s Department)
  • Animal complaints 517-6290 or 6291
  • Signs on the public right of way removed 517-6362.
