Parks and Recreation Department

The Parks and Recreation Department consists of the following divisions: Department Administration; Active Adults Program; Recreation Programming; Parks and Tree Maintenance and Improvements; and Facilities and Landscape Maintenance Districts. Department Administration is staffed by the Director and Administrative Assistant and oversees the management and function of the various divisions within the Department.

 Administration Division

The Administration Division also coordinates the activities of the Parks and Recreation Commission. The Commission consists of five members who are appointed by the City Council to serve in an advisory capacity for two-year terms. The Commission meets monthly to formulate plans and recommendations for the City Council on matters pertinent to the City´s recreation programs, events, and park development.  Active Adults Program Division 

The Active Adults Program Division is responsible for administering and coordinating the City´s Active Adults Program, which provides ongoing programs and services, as well as special activities, for individuals 55 years of age or older. The Active Adults Program is managed by one full-time Active Adults Center Supervisor and one full time Recreation Coordinator.  In the past, the Program has succeeded in securing grants from Ventura County Area Agency on Aging (VCAAA) to fund part-time staff. In FY 1998/99, the City Council approved CDBG funds to supplement the loss of the grants. Semi-annual Community Forums are held at the Center, which are open to the public. These Forums are for the purpose of receiving input from the public on programs and events.

 

The Active Adults Center Coordinator works with a staff of volunteers to provide and/or coordinate ongoing services and activities, including free health screenings, information and referral services, dance and exercise classes, special interest classes (photography, arts and crafts), educational classes, monthly birthday luncheons, movie/video screenings, and bingo. Additionally, the Active Adult Center publishes a monthly newsletter featuring a calendar of events and activities. The Active Adults Center distributes guides on Senior housing, Assited Living, In Home Care, Alzheimers and Dementia Resources, and skilled nursing facilities at no charge to the public. Congregate noon meals are also served daily at the Active Adult Center in conjunction with the Ventura County Senior Nutrition Program. Recreation Programming Division

The Recreation Programming Division is responsible for the development, implementation, and promotion of all recreational activities and services. The Recreation Division includes classes, special events, youth and adult sports, youth day camps, and teen programs. The City’s recreation staff and programs operate out of the Arroyo Vista Recreation Center. Rental of park amenities, such as picnic pavilions and ball fields, are also handled at Arroyo Vista Recreation Center. The Division is also responsible for developing a seasonal program brochure to promote its various activities and programs. The brochure is mailed to Moorpark residents quarterly. Parks and Tree Maintenance and Improvement Division

 

The Parks Division is responsible for: maintaining the grounds, equipment, and facilities of City parks; coordinating the design and construction of park improvements; and planning future parks. The City of Moorpark currently maintains seventeen (17) park sites (approximately 150 acres), including Campus Park, Campus Canyon Park, College View Park, Community Center Park, Country Trail Park, Glenwood Park, Magnolia Park, Mammoth Highlands Park, Miller Park, Monte Vista Nature Park, Mountain Meadows Park, Peach Hill Park, Poindexter Park, Tierra Rejada Park, Villa Campesina Park, Virginia Colony Park, and the Arroyo Vista Community Park. Park maintenance routinely provides for the upkeep of various soccer, baseball, and multipurpose fields, basketball and volleyball courts, tennis courts, picnic pavilions and tables, play equipment, and restrooms. Facilities and Landscape Maintenance Districts Division

The Facilities Division coordinates maintenance services and rental activities for all City facilities, except those managed by the Redevelopment Agency. Facilities that fall under this division include City Hall, the Community Center, the Active Adult Center, Arroyo Vista Recreation Center, and Moorpark Public Services Facility. The City´s Community Center located at 799 Moorpark Avenue and Arroyo Vista Recreation Center located at 4550 Tierra Rejada Road, are used for public meetings, special events, recreational activities, and sports programs. The Community Center is the primary formal meeting place for the City Council, Planning Commission, and Parks and Recreation Commission. Arroyo Vista Recreation Center is geared primarily toward recreational activities, including classes and sports activities. The Community Center and Recreation Center are also available for rental by community groups for private functions.  The citywide Lighting and Landscaping Maintenance Assessment District was formed in FY 1983-84 to accommodate costs associated with street lighting, specified landscaped areas, and maintenance activities of benefit to the entire City. In addition, several "zones of benefit" have been established to allow for specific property receiving direct benefit from landscaping services to be assessed for those services, in addition to the citywide lighting and landscaping maintenance assessment. Generally, assessments are levied on the basis of benefit received by the individual property, as determined by an assessment engineering study. The Public Works Department is responsible for managing the assessment engineering contract and maintaining street lights, while the Parks and Recreation Department assumes responsibility for maintaining landscaped areas within the City.
